Logging into Swift McNeil

Swift McNeil can be accessed in two authentication modes: Local accounts - this method uses a list of users and passwords stored in the Swift McNeil database. Single Sign-On (SSO) - this method uses third-party users directories to authenticate. Supported directories include Microsoft Azure, Active Directory, etc. ​ Step by Step Sign In with your SSO (Single Sign On) provider. OR Enter your work email address and password supplied by your Administrator.

Navigating Swift McNeil

The main screen of Swift McNeil aligns to the McNeil process: 1. Discipline Records - maintain Disciplinary Records/ Service Records Of Discipline (SRODs) 2. Initial Disclosure - completed for each Report to Crown Council (RTCC) 3. Secondary Disclosure - McNeil records escalated to Professional Standards for Review 4. Reports - basic system reporting 5. Settings - system configuration settings NOTE: options displayed are dependent of the User's role and permission. From this screen you can also search McNeil (Initial Disclosure) records or sort the list by Status or Category.

Categories & Statuses

Statuses and Categories are configurable by each Agency. The default values are below. ​ Categories Categories describe the type of record. - McNeil Disclosure - Disclosure record to Crown. - Supplemental - Redisclosure of an existing record with changes. - Resubmission - Redisclosure of an existing record without changes. Statuses Status describe the stage in the process a record is in. - New - A new record, no action taken - Disclosed No Record - A "simple disclosure", no Members on this file have disciplinary misconducts. The record is disclosed to Crown. - Record Found - Member(s) on this file have disciplinary misconducts. The record required Professional Standards (PS) review. An notification email is sent to PS staff. - Under PS Review - Used if the Professional Standards review is in-progress. - Disclosed to Provincial Crown - Secondary Disclosure by PS, completing the process. - Disclosed to Federal Crown - Secondary Disclosure by PS, completing the process.

Reports

The Reports section provides metrics on the McNeil process including: - Number of Open records - Number of completed records - Number of Records requiring approval - Total number of records - Number or record New that day - Number of High Priority records - Number of records under Professional Standards Review (in-progress) - Number of active disciplinary records - Number of Private Records Each metric can be clicked for a detailed list of records. The Reports section also shows a breakdown of record by status and a list of the most recent records.

Creating an Initial Disclosure

A new Initial Disclosure record is entered for each Request to Crown Council (RTCC). To enter a new record click the Create McNeil button. Manual data entry is limited to 4 fields, all other fields are defaulted (but can be changed if required) 1. General Occurrence # (from the RMS) 2. Accused Name (If there is more than one accused, enter the primary accused name and "et al" 3. Accused Date of Birth 4. Search Assign Staff Member To search the list Members, simply start typing their name or PIN. Click the Add button to associate them to this record. Note: the Lookup button can import data directly from the RMS. Please contact us for more information.

Editing or Updating a Disclosure Record

To update or edit an existing record, click the record to open and click the Edit (Admin) button. Depending on your permission level you may not have this option. New Records have a default Category of McNeil Disclosure. To edit a record to be re-set to Crown, select: - Supplemental - to resubmit with changes or updates - Resubmission - to resubmit with no changes from the original To remove Members from this record, click the Remove button. Click Save to finish.

User Accounts

User accounts can be synchronized from a variety of data sources. All user accounts are shown under App Settings...Accounts. Account Roles User Accounts are places in the following roles. These roles determine the permission levels each user has to the system. Member - Court - PSS - PSS Admin - Admin -

Integrations: PRIME Dataviews

PRIME Datavews integration is for British Columbia agencies only. Please contact us if you are interested in an API integration to your RMS. PRIME Dataviews is a method of querying data from the PRIME database. Dataviews is available to all BC Agencies, please check with your PRIME Coordinator to see if this option is in use. If your agency uses Dataviews, the only data entry that is required is the General Occurrence number. The GO# will look-up the data in Dataviews when the Lookup button is clicked. The lookup will return the following information: - Accused First Name - Accused Date of Birth - Members associated to the PRIME file (Note: Member information is pulled form the Will-says on the file)

Integrations: Single Sign-On

Swift McNeil support a number of methods for Single Sign-on (SSO). SSO is suggested since it eliminates the need for users to remember a separate username and password and improves security. Existing user directories such as Microsoft Entra can also be used for synchronizing the list of user accounts.

Navigating Discipline Records

To access the Disciplinary Records click the Discipline Records on the let menu. This option requires elevated permissions. Discipline Records may consist of more than one Service Record of Discipline (SROD) per Member. Discipline Records are shown under two tabs for administrative purposes: Active and Expunged. NOTE: As of June 2026 with the R v McKee decision, all records will trigger an Professional Standards Review, not just Active records. Bulk Import/Export Data can be imported or exports from the system to/from a .csv format. This allows existing discipline records to easily be imported without the need for manual data entry.

Disclosure Review - Professional Standards

All records were Members have a disciplinary record will be set to a Record Found status. The Record Found status triggers an email to identified Professional Standards staff. The list of records to be actioned by Professional Standards is also shown by clicking Review on the left menu. Availability of this menu option depends on the users' permissions. Click the record to open the details. Records can also be searched using the Search bar. Record Review The original McNeil disclosure document will open. The initial status will be Record Found. If the review process will take some time, the status can be changes to Under PS Review to indicate it is in-progress. To begin the Review process click the PS Review button. This option will only be displayed to Members that have a disciplinary record.

Adding a Service Records of Discipline

To add a Service Record of Discipline, click Discipline Records on the left menu. Search the member by name or select a member already listed. Click the Misconduct Records tab and then the Create New Entry Button. Discipline Record Fields The data fields on a discipline record are intended to capture all the necessary information to facilitate disclosure, including: - The discipline or correction that was applied - File Reference numbers: RMS (PRIME), Professional Standard case number, OPCC file number. Substantiation and Expungement dates (Note: the files names below are a BC example, but can be modified per agency. - Agency - identifies the "holding agency" in cases where the misconduct complaint was during previous service at another agency. - Allegation - multi-select field documenting the allegations of the complaint - Mode - draft, published or expunged - Rank - of Member at time of complaint - Status - of Member - Active, Inactive, Suspended, Retired Text Fields The Text fields on the Discipline Record are intended to make the disclosure process for efficient. The text boxes are used to generate the Secondary Disclosure documents submitted to Crown by Professional Standards. Note: The Relevant and Not Relevant text boxes were for pre-McKee workflow. If your agency is disclosing all records and no longer determining relevance, please use the Summary box
